Biometric turnstiles, a route to avoid the pier and parking controls among measures in place for new Marine Lake Events Centre construction

Biometric turnstiles will be used as part of tight security in place when construction work begins on the new £73 million Marine Lake Events Centre and the accompanying water and light show in Southport this April. 

Contractors will also use a specially designated route which is designed to avoid wagons driving under the height restricted Southport Pier which runs above Marine Drive. 

John Graham Construction has submitted a detailed Construction Traffic Management Plan (TMP) to Sefton Council which spells out precisely how and when it would carry out work on the exciting project, on the site of the former Southport Theatre and Convention Centre. 

The plans are awaiting approval by Sefton.

Building work is due to start in April 2025 with completion due in April 2027.

Once complete the ambitious new project is forecast to attract 515,000 additional visitors to Southport every year and pump in £18 million for the local economy as well as creating 300 new jobs. 

Solid plywood hoarding (approx. 2.4m high) will help secure the site, prevent illegal and unsafe trespass, and act as a buffer and screen from potential construction nuisances such as noise, dust and visual impact. 

Site Offices and Welfare accommodation will be established within the hoarding line to the north of the compound.

No parking of any contractor’s vehicles will be allowed on any of the surrounding roads which will form part of the site rules. There will be a limited number of onsite parking bays, operatives will be encouraged to use public transport and public car parks.

John Graham Construction will use designated construction traffic routes for deliveries to the site and removal of waste. 

Historically important film projectors have been rescued from the former Southport Theatre by Sefton Council and partners working on the Marine Lake Events Centre project

The majority of construction traffic is expected to be approaching the site from the Liverpool area via the A565. 

Recognition will be taken of the height restriction posed by the Pier on Marine Drive which will be avoided. 

Construction traffic approaching from the south will be instructed to enter Southport on the A565, turning left onto the Coastal Road. Construction traffic approaching from the north will be instructed to enter Southport on the A565 turning right onto Park Road West/Promenade.

In order to access the site two sets of vehicle gates will be installed to provide a one-way access route. Pedestrian access onto the site will be via a biometric turnstile in order to prevent any unauthorised access. 

All vehicle gates will be kept locked at all times when not in use. All vehicle deliveries to site will be controlled and banked onto and off the site by competent personnel. 

All deliveries to the site will need to be booked in advance using online booking service. This will ensure that all deliveries are planned in advance and will aid in preventing any congestion.

Delivery times to site will be during the following times (Mon-Fri) 8.00am-6pm.

The Water & Light Show will be constructed / assembled within the Graham site compound with a potential launch location on Southport Water Sports Jetty.

The Marine Lake Events Centre will be accompanied by a spectacular new ‘Light Fantastic’ animation on the Marine Lake. 

The £75 million initiative is the central project of Southport Town Deal. 

It will be paid for through £33.3million Town Deal funding; £20 million from the Liverpool City Region Combined Authority; and £19.9 million in prudential borrowing by Sefton Council.
