A wine bar and eatery in Southport is expected to receive planning permission for its new outdoor seating canopy. 

Tipple, situated on 42 Station Road in Ainsdale, will see its plans deliberated by Sefton Council’s Planning Committee later today. The scheme, submitted by Ken Tilley, includes planters with glass screens to the front, side and part of the rear.

Sefton Council’s Planning officers are recommending the scheme for approval. 

The venue, which received planning permission to open in October 2016, is described as “a quaint venue with bags of rustic charm and atmosphere, offering a vast choice of beverages and refreshments, with a growing reputation for expertly crafted innovative cocktails and mixology, carefully selected wines and spirits together with craft beers and lager.”

It is situated on the corner of Station Road and Fairfield Road.

In their report, Sefton Council’s Planning department said: “The site is a wine bar / cafe called Tipple and benefits from an outdoor seating area. 

“There are some commercial units around the site with houses to both Fairfield Road and Station Road.

“The proposal relates to an existing outside seating area associated with an existing wine bar. The wine bar and external seating area both benefit from planning permission, however, the physical structures associated with the external seating area (subject of this application) have been erected without planning permission.

“Notwithstanding this, the principle of the proposal is considered acceptable.

“The canopy and posts have been painted green, similar to the colour palette used on the main building, with the planters being painted a complementary grey. Shrubs have been planted in the planters, whilst lighting has been installed on the canopy. The planters frame the external seating area on the corner junction of Station Road and Fairfield Road and are set back from the boundary walls of the neighbouring residential properties on both streets.

“The canopy structure and planters are of an appropriate design that make a positive contribution to the commercial parade and do not cause harm to the character of the street scene or wider area. 

“It is acknowledged that the canopy may encourage customers to sit outside, as it provides protection from the weather, which may increase noise levels from customers. However, the outside seating area already exists and given the scale of the development, it is not considered that the introduction of the canopy in itself causes a significant increase in noise and disturbance above that which could occur without a canopy. 

“Overall it is considered that the proposal is acceptable having regard to the relevant policies of the Local Plan and it is recommended that the development be approved.”
