Royal London Asset Management Property and Winvic Construction have broken ground on phase two of their huge Atlantic Park logistics and industrial development in Bootle.
Located on the site of the former Rolls Royce factory, phase one of Atlantic Park was completed this summer.
Designed by The Harris Partnership and costing £36m, it comprises four buildings offering floor plates ranging from 43,000 sq ft to 134,000 sq ft.
Now Winvic has started work on the £42m phase two which will deliver 420,000 sq ft of commercial space across three purpose-built units, ranging in size from 53,750 sq ft to 216,000 sq ft.
Completion is expected in summer 2026.

Atlantic Park is a 52-acre site, formerly home to Rolls Royce engineering works, which sits within the Liverpool City Region Freeport zone and will offer a total of 800,000 sq ft of industrial space when complete.
Royal London Asset Management Property has owned the site for a number of years but earlier plans were delayed by the COVID pandemic. It finally secured planning consent from Sefton Council in November 2023 with Winvic starting work in March 2024.
Mark Evans, head of property and commercial development at Royal London, said:
“We are excited to reach the next milestone on Atlantic Park.
“This site has huge potential, and we are proud to be unlocking it with a development that is built for the future—strategically located, sustainably designed, and ready to support the next generation of logistics and manufacturing businesses.”

Monday’s ground-breaking ceremony was attended by city region metro mayor Steve Rotheram and Cllr Paulette Lappin, Cabinet Member for Regeneration, Economy and Skills at Sefton Council, alongside key stakeholders and project partners.
Once complete, Atlantic Park is projected to inject £62.9m annually into the Liverpool city region economy. During construction the project will support more than 1,100 jobs, including 140 new roles created directly through Phase 2.
Winvic is implementing an employment and skills plan, working with Sefton at Work, Invest Sefton, and local education providers to deliver career talks, work experience placements, and local employment and training opportunities. 33 SMEs have also contributed.
Steve Rotheram said:
“Atlantic Park is a brilliant example of the kind of ambitious, forward-looking development we want to see more of in our region.
“It’s breathing new life into a historic site and helping us build the kind of economy that works for everyone—fairer, greener, and better connected.”
