A drive-through coffee shop and four new shops could be built along the Tarleton Bypass.
Car Wash King and TC’s Cafe and Coffee Bar could be demolished to make way for the new development.
A planning application for the scheme has been submitted to West Lancashire Borough Council.
The retail units and drive-through would have a sales area of that which is below the threshold in the Sunday Trading Act 1994, meaning the units would be able to open without restriction seven days a week.
It is proposed to demolish the existing café building and car wash facility and redevelop the site with a new single storey building to be split into four units and a single storey coffee shop with drive-through facility. The application does not state which chain would operate the facility.
There would be 34 car parking spaces, of which four will be disabled car parking bays, one will be an electric vehicle charging bay and one motorcycle bay. There will be a total of six Sheffield bicycle stands.
The application says: “The applicant seeks to provide a modern and distinctive design delivered using quality materials to deliver high-quality units which meet occupiers and customer expectations.
“It is anticipated that parking and traffic generation resulting from the development will not affect local amenity and is not anticipated to have any noticeable impact on the local highway network. “The new units will allow for an improvement in the range and choice of goods offered locally and will be accessible to residents on foot/cycle or by car without causing undue disturbance to the amenities of nearby residents.”
