A new outdoor seating canopy outside a wine bar and eatery in Ainsdale in Southport are expected to be given planning permission this Wednesday (9 December). 

Giving the green light to the new canopy, shrubs and planters would be a great birthday present for Tipple, situated at 42 Station Road in Ainsdale Village, which celebrated its fourth anniversary today. 

The new outdoor area would provide a boost to a business which has to deal with reduced capacity, due to social distancing rules in the current Coronavirus pandemic.

The scheme was initially due to be determined in September, but will now be determined this week. 

Tipple does have planning permission for an outdoor area, but is now seeking permission for the area to be enclosed with planters and covered by a canopy. 

The issue has been ‘called in’ for debate by Ainsdale councillor Lynne Thompson, with some local residents giving their views on the plans with concerns that the outside area is too large and could become too noisy. 

However, in her report to councillors on Wednesday, Sefton Council PLanning Officer Lynne Poulton is advising councillors to agree to the plans, with conditions. 

She wrote: “The development is considered acceptable in principle and is of a satisfactory design.

“The canopy provides a form of shelter that would offer an opportunity for customers to stay outside for longer periods, however, with the control associated with hours of operation and external music by way of condition attached to the original permission for the outdoor seating area, it is considered that no significant harm is caused to the living conditions of neighbouring residents.

“The development does not present any highways safety concerns and whilst comments from the Highways Manager are noted, they would be dealt with under separate legislation.

“Overall it is considered that the proposal is acceptable having regard to the relevant policies of the Local Plan and it is recommended that the development be approved.”

Speaking of the design, she wrote: “ The canopy and posts have been painted green, similar to the colour palette used on the main building, with the planters being painted a complementary grey.

“Shrubs have been planted in the planters, whilst lighting has been installed on the canopy.

“The canopy structure and planters are of an appropriate design that make a positive contribution to the commercial parade and do not cause harm to the character of the street scene or wider area.”

Current conditions require that the pavement cafe shall not be open for business outside the hours of 9am to 10pm while there are also restrictions relating to the playing of music. 

Tipple, which received planning permission to open in October 2016, describes itself as “a quaint venue with bags of rustic charm and atmosphere, offering a vast choice of beverages and refreshments, with a growing reputation for expertly crafted innovative cocktails and mixology, carefully selected wines and spirits together with craft beers and lager.”

It is situated on the corner of Station Road and Fairfield Road.
